Public Works Manager

James J. Baker, PE, Public Services Director and City Engineer, holds a Bachelor of Science in Civil Engineering and Minor in Mathematics from Western Michigan University. He has over 18 years of direct municipal experience in water resources, engineering, project management and plant operations in both private and public sector work. He is a Registered Professional Engineer Licensed in the State of Michigan. He holds ABCD Licensed Wastewater Operator, S-1 Licensed Water Distribution, D-1 Limited Treatment and Complete Treatment Operator, F-4 Licensed Surface Water Treatment, and Licensed Storm Water Inspector. Active member of the American Society of Civil Engineers, Water Environment Federation and the Michigan Water Environment Association. He was appointed by Governor Snyder to serve on the Public Heald Advisory Council representing Public Works. He is currently serving a four-year term. Additionally, he is a US Marine Corps veteran having served as a Sergeant in the 2nd Combat Engineer Battalion of the 2nd Marine Division providing combat essential engineering services to include forward water source identification, water purification, mobile electric power generation and logistical deployment planning.
Teresa Johnson MSM, CPPB, Deputy Public Services Director, oversees the administrative and operational functions of the Public Services Department. She has worked for the City of Kalamazoo for over 23 years and has served as Deputy Director since June of 2016. Prior to joining Public Services Ms. Johnson has held positions in the City of Kalamazoo’s Purchasing Division (including Purchasing Division Manager/Agent) and the Department of Public Safety. As a Kalamazoo native resident Ms. Johnson is proud to serve our community and the citizens of Kalamazoo.

Brianna Clawson, CPA, Support Division Manager, holds a Masters of Science in Accountancy and BBA in Accountancy from Western Michigan University and has nearly a decade of experience in public accounting. She is a licensed certified public accountant in the State of Michigan since February 2009 and is a member of the American Institute of Certified Public Accountants, Michigan Association of Certified Public Accountants, Government Financial Officers Association, and Michigan Government Financial Officers Association.
James H. Cornell, Wastewater Division Manager, holds a Bachelor of Science degree in Zoology from Michigan State University. He has more than 20 years of direct municipal experience in plant operations and project management. He is a Michigan Department of Environmental Quality (MDEQ) ABCD Licensed Wastewater Operator and a Licensed Industrial Storm Water Operator. He is an active member of the Water Environment Federation (WEF) and the Michigan Water Environment Association (MWEA).
John Paquin, Water Division Manager, holds a B.S. in Geography and a M.A. in Geography/Environmental Resource Analysis from Western Michigan University. Before joining the City of Kalamazoo in 1992, John worked as a Photogrammetrist and Associate Geologist for two environmental consulting firms, as well as a Data Analyst for the Department of Defense. He has been active in many environmental groups including the Michigan Water Environment Association, National Groundwater Association, Aquifer Protection Interest Group, Southwest Michigan Water Resources Council, and the Groundwater Foundation/Groundwater Guardian Program. John's work resulted in earning the Exemplary Wellhead Protection Award in 2004 and 2014, and the Exemplary Source Water Protection Award in 2014. In 2008 he was named the MWEA Groundwater Management Professional of the Year. John is also an MDEQ certified Industrial Stormwater Operator and Waterworks System Operator, and the author of numerous articles and reports.
