Freedom of Information Act Requests

All persons, except those who are serving a sentence of imprisonment, consistent with the Michigan Freedom of Information Act (FOIA), are entitled to full and complete information regarding the affairs of government and the official acts of those who represent them as public officials and employees. The City of Kalamazoo's policy with respect to FOIA requests is to comply with State law in all respects and to respond to FOIA requests in a consistent, fair, and even-handed manner, regardless of who makes such a request.

The City Commission has designated the City Attorney as the FOIA Coordinator. He or she is authorized to designate other City staff to act on his or her behalf to accept and process pdf written requests (40 KB) for the City's public records and approve denials.

The City has a legal obligation to disclose all nonexempt public records in its possession so that residents can be informed and may fully participate in the democratic process. However, it is sometimes necessary to invoke the exemptions identified under FOIA in order to ensure the effective operation of government and to protect the privacy of individuals. You can read the pdf City of Kalamazoo's complete FOIA Policy (1.49 MB) or review the pdf Written Public Summary of FOIA Procedures and Guidelines (53 KB) for additional information.

To obtain a City of Kalamazoo public record, you must sufficiently describe a public record so as to enable the City to locate it. The more specific you can be, the easier and faster City staff can find the record. Please note that the City is not required to make a compilation summary or report of information contained in already existing records.

Requests for public records may be directed to the City Attorney's Office located at 241 W South Street, Kalamazoo, MI 49007. Please complete and submit a  pdf Request for Public Record (40 KB)  either by mail to the address provided or via email to This email address is being protected from spambots. Consistent with FOIA Procedures & Guidelines you will be assessed a fee for the City to process your request. If you are currently receiving specific public assistance or are able to state facts to demonstrate you are indigent, you may be entitled to a full or partial waiver of the fee. For more information regarding fee waivers, see the FOIA Procedures & Guidelines.

If you have filed a FOIA request that has been denied (either entirely or in part), you are entitled to appeal that decision to the City Commission. To appeal such a decision, please complete and submit the appropriate form. You will receive a decision in writing, which will be mailed no later than ten days after the next scheduled meeting of the City Commission.
