The City of Kalamazoo invites community members to review and provide feedback on the DRAFT 2025-2029 Consolidated Plan and 2025 Action Plan. These plans guide how the city will invest federal funds to address housing and community development needs.

Why Your Input Matters
The Consolidated Plan is a five-year comprehensive strategy that identifies the city’s priorities for affordable housing, economic development, and community investment. The 2025 Action Plan details how federal funding from the U.S. Department of Housing and Urban Development (HUD) will be used for the upcoming year to support these priorities.
Community input is critical in shaping these plans and ensuring they reflect the needs and priorities of Kalamazoo residents.
How to Review the Draft Plans
The draft 2025-2029 Consolidated Plan and 2025 Action Plan will be available for public review from March 3, 2025, through April 1, 2025 at the following locations:

Funding Overview
For 2025, the City of Kalamazoo anticipates receiving the following HUD funding:
- Community Development Block Grant (CDBG): $1,594,631.00
- Prior Year CDBG Resources to be Reallocated: $209,139.14
- CDBG Program Income (anticipated): $50,000.00
- HOME Investment Partnership Program (HOME): $452,542.00
- Prior Year HOME Resources to be Reallocated: $34,157.60
- Total Estimated HUD Funding: $2,340,469.74

The City encourages residents, business owners, and stakeholders to provide feedback on the draft plans. Comments will be accepted during the 30-day public review period and can be submitted in the following ways:

About the Consolidated Plan
The 2025-2029 Consolidated Plan is developed in accordance with HUD requirements and is informed by data from sources like the U.S. Census Bureau and HUD’s Comprehensive Housing Affordability Strategy (CHAS). It consists of four key components:
- Housing & Homeless Needs Assessment – Identifies priority needs for affordable housing, community development, and homelessness services.
- Housing Market Analysis – Evaluates local housing conditions to inform investment strategies.
- Strategic Plan – Outlines goals and priorities for addressing community needs over five years.
- Action Plan – Details specific projects and funding allocations for 2025.
Past Impact of HUD-Funded Programs in Kalamazoo
Over the past five years, federal funding has supported significant community improvements, including:
- 489 owner-occupied homes rehabilitated
- 52 homebuyers assisted with financial support
- 65 rental units rehabilitated
- 119 residents received legal aid for housing issues
- 27 blighted structures demolished
- 88 businesses assisted through CARES funding
- 15,528 property inspections conducted in core neighborhoods
- 1,073 individuals received homelessness prevention support
