City Manager James Ritsema Announces November Retirement

After more than a decade leading the City of Kalamazoo, City Manager James Ritsema has announced his retirement, effective November 18, 2025.
In a letter to Mayor David Anderson and the Kalamazoo City Commission dated February 8, Ritsema reflected on his tenure and the progress made during his time in office.
“This decision comes with mixed emotions as I reflect on the incredible journey we’ve shared and the remarkable progress we’ve achieved together for the residents of our great city,” Ritsema wrote.
“It has been an honor and privilege to serve alongside such dedicated leaders, top-notch staff, and community members,” he added. “Together, we have worked tirelessly to address challenges, embrace opportunities, and create a vision for Kalamazoo that prioritizes inclusivity, innovation, and sustainability. From launching Imagine Kalamazoo and co-founding the Foundation for Excellence, to countless other initiatives, I am immensely proud of what we’ve accomplished together.”
Ritsema’s career in public service spans more than 34 years. Before being appointed as Kalamazoo’s City Manager in 2013, he served as Finance Director in the cities of Marshall and Battle Creek and later as Battle Creek’s Assistant City Manager.
“This role has been more than just a position – it has been a profound opportunity to make a meaningful impact in the lives of others while growing both personally and professionally,” Ritsema said. “As I prepare for this next chapter, I am comforted knowing the City of Kalamazoo is in capable and visionary hands. It has been an incredible privilege to serve this city and its people, and I look forward to seeing the great things ahead for Kalamazoo.”
Kalamazoo's City Manager is appointed by the City Commission. A process to select Kalamazoo’s next City Manager will begin this year, though details are not yet finalized. More information will be announced as it becomes available.
“When Jim first stepped into the role of City Manager, Kalamazoo was facing significant financial challenges,” said Mayor David Anderson. “Year after year, we had to make difficult cuts to our budget and services. Under Jim’s steady leadership, we’ve not only stabilized but positioned ourselves to make historic investments in housing, infrastructure, neighborhoods, local entrepreneurs, and public spaces. Today, we’re improving services and looking to the future with optimism. That transformation didn’t happen by chance—it took vision, dedication, and unwavering commitment. I am deeply grateful for Jim’s leadership and all he has done for our city.”
Ritsema has no solid plans for retirement but looks forward to spending more time with his family and his 6-month-old grandson.
Ritsema is a Credentialed Manager with the International City/County Management Association and a member of Michigan Municipal Executives. He holds a Bachelor of Arts in Political Science from Calvin College and a Master of Public Administration from The Ohio State University’s School of Public Policy and Management.
