INTENT
It is the intent of the City to enter into a contract for Arcadia Creek Festival Place Maintenance. The services to be provided by the Contractor will include the manual removal of litter and debris, landscaping, mechanical cleaning, handbill removal, graffiti removal and specialty projects approved by the department manager. A daily/weekly task list will be required to be completed and submitted weekly. (ATTACHMENT A)
SCOPE OF SERVICES
2.1 MANUAL REMOVAL OF LITTER AND DEBRIS
Removal of litter, trash, and debris, and extending 18 inches beyond the curb in the street or alley, by mechanical or manual means, including: all types of paper, cigarette packages and butts, leaves, gravel or rocks, cans, cardboard, boxes, plastic, bottles, glass, beverage spills, urine, feces, vomit, any dead animals, and other similar items.
2.2 LANDSCAPING
Killing and removal of weeds and grass, predominantly through manual or mechanical means. Chemical spray may be used as needed with chemicals meeting all Federal, State and Municipal laws and regulations. Contractor shall also meet all licensing requirements imposed by Federal, State, or local authorities. Contractor shall have written approval to use chemicals prior to any application. Maintain mulch to include keeping an even disbursement throughout landscaped areas, ensuring mulch is kept within the landscape areas and report if mulch needs to be replenished. Trimming low limbs and uneven/overgrown bushes. 2.3 MECHANICAL CLEANING Using mechanical cleaning devices to clean and remove debris, litter and stains.
2.4 HANDBILL REMOVAL
Removal of handbills, stickers, posters and similar items.
2.5 GRAFFITI REMOVAL
Remove or cover graffiti within 24 hours after the graffiti appears using the least intrusive means available to effectively remove the graffiti.
2.6 SPECIAL PROJECTS
Carry out a variety of special projects mutually agreed upon. Such special projects may include painting of fixtures (benches, trash receptacles, light posts, etc.), power washing, temporary fence set up/tear down, or any other project not requiring technical expertise that can be carried out within reasonable methods or means.
5. CONTRACT PERIOD AND EXTENSIONS
The contract shall be in effect for a one (1) year period commencing on or about May 1, 2025, and continuing through April 30, 2026.
The City may opt to extend this contract for up to four (4) additional (1) one-year periods. Renewals shall be upon mutual agreement of both parties and shall be subject to the availability of funds, need and the renewal and/or cancellation options as specified herein.
